3120.04 - EMPLOYMENT OF SUBSTITUTE TEACHERS

 A.Licenses/Certificates
  Inasmuch as the law prevents boards of education from paying teachers unless they are properly certified/licensed, it is imperative that substitutes file copies of their current valid licenses/certificates with the Human Resources Department.
  In keeping with Governing Board Policy 3120.04 on the employment of substitute teachers, only teachers with a valid teaching or substitute license/certificate for the State of Ohio will be hired.
  The Superintendent or his/her appropriate designee may assign substitute teachers who have any type of State Teaching License to substitute.

 B.The Trumbull County Educational Service Center (TCESC) maintains a recommended substitute teacher list for fifteen (15) local school districts. Substitute candidates must provide the following:

  1.A Criminal Record Check: If you have completed a criminal record check in the State of Ohio or an FBI check within the last year, we will accept a copy of the final report. TCESC does Webcheck electronic fingerprinting. If you have lived in Ohio for the past five (5) years, you are eligible for Webcheck. To complete a Webcheck, you must bring an Ohio Drivers License; a $15 money order; and a $5 money order or check. Cash is not accepted. Please note that these are two (2) separate charges and cannot be combined. You will be instructed whom to address your money order and check to when you complete the Webcheck. The fees for a BCI for anyone not associated with a school district are a $15 money order and a $20 money order or check. If you have not lived in Ohio for the past five (5) years, you will need to complete both an Ohio Webcheck Electronic Fingerprinting and an FBI Fingerprint Card.   2.Substitute Application: This is available from the TCESC human resources department at 330-675-2800 ext. 112 or 140.

  3.A Valid Ohio Teaching License: The fee for the license is $12 a year. Substitute teacher applicants must present an official student issued transcript showing their bachelor's degree (no photocopies). This must be submitted with the application. Please make your check payable to Ohio T.E.C. Individuals must complete a BCI Webcheck and receive the results before TCESC will process the license application. For assistance with certification, contact the human resource secretary at 330-675-2800 ext. 112.

  4.A Copy of Tuberculin Test: TB tests are good for three (3) years from date read. Trumbull and Mahoning counties offer free TB clinics for individuals living within the counties. All others should contact their family physician. Please see instruction below:
   Trumbull County Residents: TB clinic at Forum Health's Hillside Hospital, 8747 Squires Lane NE, Howland. The test is free of charge and given on Monday, Wednesday and Friday from 8 a.m. to 9 a.m. or from 1 p.m. to 3 p.m. No appointment is necessary.
   Mahoning County Residents: TB clinic at 496 Glenwood Ave, Youngstown. TB test is free of charge and given by appointment only, phone 330-744-4246. Test results will be available in forty-eight (48) hours.

  5.I-9 Employment Verification Forms: To complete this requirement, you must bring proper identification to the TCESC office. A passport alone is sufficient identification for an I-9 Employment Verification Form. If you do not have a passport, you must have a driver's license and a social security card or a driver's license and an original birth certificate. Photocopies are not accepted.

  6.Attendance in a Substitute Teacher Workshop: There is no charge for this two (2) hour workshop held at the TCESC office, but you must register by calling 330-675-2800 ext. 140 or ext. 112.  Please visit our website: \\www.trumbull.k12.oh.us for workshop dates.

 C.Calls to Substitute Teachers
  Classroom teachers are not authorized to arrange for the services of a substitute teacher. Classroom teachers must report their absence to the Center call-off line or the substitute caller. Calls must be made according to the times established at the beginning of each school year.

 D.Responsibilities of the Substitute Teacher

  1.supervision and discipline of students

  2.follow as nearly as possible the instructions and lesson plans of the regular classroom teacher

  3.work with other classroom personnel that may be available to provide assistance

  4.supervise the use of classroom equipment

 E.Responsibilities of the Regular Teacher

  1.Have desk and room presentable at all times.

  2.Have lesson plans, grade book, seating charts and substitute kit, readily available for the substitute.

  3.Give students instruction in conduct and preparation for a substitute.

 F.Responsibilities of Appropriate Administrator/Supervisor

  1.Have a list of available substitutes with phone numbers at home and in the office.

  2.Instruct all regular teachers about preparing materials folder for the substitute.

  3.Instruct students on proper conduct with the substitute by developing a positive and respectful atmosphere towards the substitute.
