7510 - RULES AND REGULATIONS OF BUILDING USE
A copy of the regulations governing the rental and use of Board of Education buildings and/or facilities shall be provided with the issuance of each permit.
Smoking, gambling, the use of alcoholic beverages, or the distribution of advertising of alcoholic beverages and/or tobacco or dealers in such products, in school buildings or on school property are prohibited in accordance with the State law.
Putting up decorations or scenery or moving pianos or other furniture is prohibited unless special permission is granted. Under no circumstances shall scenery or other property be stored in the building. Nothing shall be sold, given, exhibited or displayed without permission.
The applicant is held responsible for the preservation of order and the signature of a responsible adult must be on the permit. At the direction of the administration, the building user shall hire, at the user's expense, one (1) or more off-duty or auxiliary Solon policemen when speakers of public prominence from outside the Solon School District are featured in the program, or when the program is devoted to presentations or discussions of labor relations, government, current events, politics other than local issues, or other matters which in the opinion of the administration or Board are controversial.
All electrical equipment and arrangements shall be in charge and control of the Board of Education or its representatives.
The Board of Education or its representatives must have free access to all rooms at all times.
The auditorium, gymnasium or any other room used by the applicant will be examined carefully after use and the applicant agrees to make good promptly any loss or damage occurring during applicant's use of said room or rooms.
The right to revoke a permit at any time is reserved by the school authorities. No reservation will be made until this application is returned and approved by the principal of the building and by the Building Manager. Payment will be expected prior to the event.
Premises are rented with the understanding that "tipping" of custodians or other school personnel is not permitted. Only the Board of Education may pay employees for services involving the use of school facilities.
All buildings are covered by custodians until 11:00 p.m. Groups must clear these buildings in sufficient time to enable the custodian to prepare them for school the next day. Affiliated organizations should plan to be completely clear of the building by 10:30 or pay an hourly charge for the completion of delayed clean-up at overtime rates.
Any organization expecting to use the buildings on weekends can expect an overtime charge to be made. Overtime charges may be divided if more than one (1) activity shares the building during the same time period.
Parking must be in a manner approved by the Solon Fire Department and shall be policed by the organization holding the event. Uniformed and off-duty policemen may be required at the option of the Board of Education and paid for by the organization using the building.
Permit holders for facilities calling for large crowds may be required to carry liability insurance which will meet the approval of the Business Manager. The School District shall under no circumstances be responsible for injuries sustained by any person or to any property of the renter.
Use of school facilities on Sunday and holidays will be discouraged. Rental during the school day hours will be prohibited.
The Board of Education reserves the right to waive all or any part of the fees.
Bond or breakage fees may be required at the option of the Board of Education.
Organizations whose use of the building creates the need for additional custodial time for special cleaning of areas used will be billed for cleanup time at the rate of actual custodial wages, at regular or overtime rates, plus fifteen percent (15%).
Stage lighting, public address, and cafeteria equipment shall be operated by Board employees only, whose wages shall be charged to the organizations using the facility.
Classifications of Building Users and Charge Schedule
Use of school facilities will be limited to organizations composed of Solon residents or headquartered in Solon, and operated for the benefit of Solon residents. Organizations located outside of Solon, the use of the facilities by businesses/organizations in the pursuit of profit, or businesses/organizations that use the facilities to enhance revenues, shall be subject to a surcharge.
Class I: School affiliated and support organizations (P.T.A., Boosters, A.F.S., Government, Music Parents, etc.) No Charge.
Class II: Organizations operated on a non-profit basis composed of Solon residents or headquartered in Solon and operated for the benefit of Solon residents (City Recreation, Community Education, Non-public schools, YMCA, Service Clubs, etc.) Opening fee of $10.00 per room per occasion of use, plus any custodial overtime costs incurred, (actual wages plus fifteen percent (15%)).
For Class III, IV and V: The high school auditorium, cafeteria, lecture hall, and commons limited to weekend use only.
Class III: Scheduled rental charges - Additional surcharges are as follows for the use of auditoriums, gymnasiums, lecture halls, or other large areas:

Class IV: Churches and Synagogues - All churches and synagogues using Solon Public School facilities for services will be charged the rates of Class III. Any church using a Solon facility for more than one (1) year will be charged a surcharge of $100.00 per day for the second year. Long-term rentals will be held only at the high school, for a maximum period of two (2) years.
Class V: Long-Term Rentals - any group desiring a relationship over a long period of time in which the Solon School buildings will be involved shall be subject to individual negotiations with the Business Manager of the School District and approved by the Board of Education.
