5113 - INTER-DISTRICT OPEN ENROLLMENT
The following guidelines for the transfer of students from school districts adjacent to the Licking Heights School District are based upon the criteria established by the administration in conjunction with the recommendation of the Ohio Department of Education.
A. | Applications for inter-district transfers must be submitted to the Superintendent's office of the District between July 1st and August 1st. Applications will be acted upon by August 10th. One (1) application must be submitted annually for each student who requests an inter-district transfer. Applications from students submitted after the deadline may be considered by the Superintendents of the sending and receiving districts if they agree that a special need exists. | ||
B. | Students will be admitted from adjacent school districts without tuition being paid. | ||
C. | The assignment of the student will be made by the Superintendent of Schools in considerations of racial balance and bias shown in terms of academic, athletes, or extra-curricular achievement. This assignment is to be made without the requesting parents' reprisals or changes for one (1) school year between July 1st and June 30th of the following year. | ||
D. | No inter-district transfer will be permitted if the enrollment of the grade level being requested exceeds the following: |

E. | No students, once accepted by the District, will be displaced during the school year should enrollment exceed the limits stated above. | ||
F. | Enrollment in a special program, i.e., M.H., SLD, D.H., etc. would dictate which building a student must attend. NOTE: Some special education units are cooperative among several school districts and may not be housed in the District. | ||
G. | The Board of Education is not required to institute any special education programs to serve transfer students. | ||
H. | All approved transfers are in effect for one (1) school year only. Applications must be renewed yearly. | ||
I. | Applicants shall be considered on a first come first serve basis with an assurance that native students will not be displaced. Students who have been previously accepted as transfer students will be given preference over new applicants. | ||
J. | Applicants may be rejected if the racial balance of either the sending or receiving school district would be negatively impacted. | ||
K. | Students who are under expulsion and/or have been suspended for any reason for ten (10) days during the previous school year will be denied admission. | ||
L. | The Board will not accept any responsibility for the transportation of students to other school districts unless it is deemed practical by the administration. Parents will be required to transport the students to and from assigned school or to an authorized bus stop within the District. | ||
M. | Copies of these administrative guidelines and the Board Policy on Inter-District Open Enrollment will be sent to the superintendents of all adjacent school districts. | ||
N. | These guidelines shall be considered Board Policy, effective 1/93, and will be reviewed annually. |
