9700 - FUND-RAISING BY COMBINED CHARITABLE ORGANIZATIONS
Combined
charitable organizations are defined as any not-for-profit group, association, corporation, or organization proposed to be such, which solicits and secures funds for distribution to ten or more charitable agencies in a single annual consolidated effort.The following criteria will be used in order to ensure equitable consideration of all requests by combined charitable organizations to solicit funds on District premises. In this context, fund-solicitation shall also include solicitation of clothing, foodstuffs, or other products.
| A. | The charitable agencies receiving funds from the combined charitable organization devotes substantially all of their activities directly to providing health, welfare, and social or human resources to individuals in the Central Ohio communities. | ||
| B. | The funds are not used for religious or political purposes. | ||
| C. | The combined charitable organization has a definite plan for the collection and distribution of funds. | ||
| D. | The combined charitable organization has been in existence for at least ten (10) years. | ||
| E. | The combined charitable organization must have 501(c)(3) status. | ||
| F. | Any new combined charitable organizations wishing to solicit for funds and/or utilize payroll deduction within the district must petition the treasurer for this status, including in such petition a certification they will meet items A-E listed above and must otherwise follow all policies and guidelines of the District. The new combined charitable organization will be permitted an opportunity to sign up potential contributors during the benefits fair which is conducted yearly during opening day events. The combined charitable organization must obtain ten percent (10%) of the current employees’ pledge to contribute to be considered for payroll deduction. Continued participation in the benefits fair and payroll deduction will be contingent on the combined charitable organization’s certifying to the district that it has met the 10% threshold of contributors from the District staff for the previous calendar year; any combined charitable organization that participates in the benefit fair without satisfying this contingency shall be ineligible to participate in these activities for a five year period. | ||
| G. | All solicitation must occur within the dates, times, and locations established by the administration. |
Regardless of how worthy the purpose of the fund-raising may be or how well the organization meets the criteria, the number of requests that may be approved in any given school year shall not significantly impede the educational program. The treasurer in consultation with the superintendent will determine when the educational program has been deemed to have been impacted. In the event this occurs, the treasurer will determine which charitable organizations will continue to be afforded the opportunity to solicit funds and/or utilize payroll deduction based on the longevity of their relationship with the district.
These guidelines shall apply to all fund-raising activities other than approved student fund-raising activities and those approved for District-related organizations.
